Hebei University Hosts 2026 CSC Scholars Alliance
To implement the national strategy of “expanding high-level educational opening-up” and enhance the quality of international talent cultivation at local universities, the “2026 CSC Scholars Alliance – Hebei Higher Education Opening-Up and International Talent Cultivation Academic Exchange Seminar” was held from May 29 to 30 at the Qiyi Road Campus of Hebei University. The event was sponsored by the China Scholarship Council (CSC) and organized by the Hebei Provincial Education and Culture International Exchange and Cooperation Association and Hebei University.
Hou Jianguo, Executive Vice President of the Hebei Provincial Education and Culture International Exchange and Cooperation Association, and Meng Qingyu, President of Hebei University, attended the event and delivered speeches. Liu Xiaojun, President of the Hebei International Exchange Association, attended the event and gave a keynote report. Liu Xiuling, Member of the Standing Committee of the Party Committee and Vice President of Hebei University, presided over the event. More than 80 faculty and student representatives from universities including North China Electric Power University, Shanxi University, Tianjin University of Technology and Education, Hebei Agricultural University, and Hebei Normal University participated in the event.
In his speech, Hou Jianguo reviewed the association’s recent efforts in multi-level international educational exchanges and the development of international brand projects. He acknowledged Hebei University’s exemplary role as a university jointly built by the central and provincial governments in the field of international education cooperation and exchange. Drawing from his own experience as a CSC-sponsored scholar, he expressed hope that the event would help build consensus, explore new pathways for higher education opening-up and international talent cultivation, further expand channels for CSC-sponsored programs, and fully leverage the strengths of CSC scholars to support the high-quality development of international educational exchanges in Hebei Province.
Meng Qingyu reviewed Hebei University’s century-long history and its deep-rooted international orientation. He proposed a new approach to international talent cultivation centered on a comprehensive international education philosophy with integrated four-chain synergy. He hoped the event would facilitate communication and collaboration to explore new models for international talent cultivation at local universities.
Representatives of CSC scholars, including Professor Zhang Hailei of Hebei University, and prospective CSC scholars, including Professor Wu Chen of Hebei University, delivered speeches sharing their personal experiences.
In the keynote session, Liu Xiaojun presented a report titled "Accelerating Regional Internationalization in the Beijing-Tianjin-Hebei Region: An Imperative," outlining key measures such as leveraging the national strategy for coordinated development of the Beijing-Tianjin-Hebei region, deepening complementary approaches, activating the value of sister-city cooperation, and aligning with international standards to optimize the business environment. These efforts aim to position the region as a national benchmark for high-level opening-up.
Zhang Yanlei, Member of the Party Committee and Deputy General Manager of Xiong’an Talent Group, delivered a report titled “Xiong’an New Area Development and Opportunities for International Talent Growth,” introducing Xiong’an’s role as a new hub for innovation in the new era, its focus on the “5+6” industrial channel, the coordinated development of five high-end and high-tech industries, and the implementation of the “Sixteen Measures for Xiong’an Talent.” These initiatives aim to build a new-era industrial innovation hub and a thriving environment for talent development.
Professor Hong Chengwen from the Institute of Higher Education at Beijing Normal University presented a report titled “Coordinated Beijing-Tianjin-Hebei Development: Creating a New Landscape of Deep Opening-Up for Hebei Universities.” He proposed that Hebei universities should seize the momentum of coordinated regional development, break through challenges related to hierarchical constraints and resource shortages, and implement the “One-Three-Eight-Five Project” to overcome resource bottlenecks through deep opening-up, thereby empowering Xiong’an’s development and regional high-quality growth.
Meng Qingyu delivered a report titled “Guided by a Comprehensive International Education Philosophy: Systematically Building a New Ecosystem for International Talent Cultivation at Local Comprehensive Universities.” He introduced an innovative concept of educational opening-up centered on a broad international education perspective, detailed the specific measures Hebei University has taken to leverage its comprehensive strengths and enhance high-quality international education cooperation, and highlighted the exemplary outcomes achieved. He reaffirmed the university’s commitment to proactively serving the national strategy for educational opening-up in the new era.
During the study-abroad experience sharing session, CSC scholar representatives including Ma Ruye from Shanxi University, Gao Jie from Hebei Agricultural University, Wang Yanan from North China Electric Power University (Baoding), and Chen Jianhui from Hebei University shared their personal experiences and reflections, encouraging students and faculty to broaden their international perspectives, cultivate global thinking, and actively join the CSC-sponsored overseas study community.
In the afternoon, participants visited the Xiong’an New Area for a field study, gaining insights into the latest developments in urban planning, infrastructure construction, and public service facilities. They also exchanged views on international development policies and practical implementations, including talent attraction and international talent introduction projects in Xiong’an.
The CSC Scholars Alliance is a flagship event sponsored by the China Scholarship Council, designed to further leverage the leading and driving role of government-sponsored overseas study, enhance its social benefits, and provide a platform for interaction and exchange among scholars. Hebei University successfully applied for and hosted the event for the first time, deepening consensus and cooperation among universities in the field of educational opening-up and injecting new vitality into the internationalization of higher education in Hebei Province and across the nation. Moving forward, Hebei University will continue to uphold a comprehensive international education philosophy, adopting a broader global vision and closer collaborative pathways to cultivate more high-quality international talents with both patriotic commitment and global perspectives, contributing wisdom and strength to promote cross-cultural exchange and mutual learning between China and the world.
