The 10th Forum on Beijing–Tianjin–Hebei Coordinated Development and Regional Rule of Law Innovation Held at Hebei University

On September 19, the 10th Forum on Beijing–Tianjin–Hebei Coordinated Development and Regional Rule of Law Innovation was held at Hebei University. The event was held concurrently with the inaugural conferences of the Civil Law Research Association and the Civil Procedure Law Research Association of the Hebei Law Society, as well as the 2026 annual conferences of the Legal Education Research Association, the Administrative Law Research Association, and the Criminology Research Association of the Hebei Law Society.

The forum was jointly organized by Hebei University; the Preparatory Civil Law Research Association of the Hebei Law Society; the Preparatory Civil Procedure Law Research Association of the Hebei Law Society; and the Legal Education Research Association, the Administrative Law Research Association, and the Criminology Research Association of the Hebei Law Society. It was hosted by the School of Law / School of Discipline Inspection and Supervision of Hebei University and the Research Center for the Rule of Law in National Governance at Hebei University, with Hebei Jiapeng Law Firm and Beijing DeHeng (Shijiazhuang) Law Firm serving as co-organizers.

He Bingqun, Vice Chairman of the Hebei Provincial Committee of the Chinese People's Political Consultative Conference and Executive Vice President of the Hebei Law Society, attended the event and delivered remarks. He expressed his sincere gratitude to experts and scholars from all sectors who have devoted themselves to legal research over the years and contributed to the development of the regional rule of law. He also extended his warm congratulations on the establishment of the Civil Law Research Association and the Civil Procedure Law Research Association of the Hebei Law Society.

He spoke highly of the substantial achievements made by the various specialized research associations in academic research, think tank services, public legal education, and other areas. Looking ahead to the development and advancement of these associations, he outlined four priorities: first, to uphold the correct political orientation and ensure the steady, long-term development of legal research; second, to adopt a problem-oriented approach and conduct in-depth research into practical issues concerning the regional rule of law; third, to strengthen the integration of research and practical application, thereby enhancing the value of research outcomes for governance; and fourth, to consolidate the associations' institutional foundations and develop collaborative, interconnected platforms for rule-of-law research and policy advice.

In his address, Meng Qingyu, President of Hebei University, provided a systematic overview of the development of the University's law discipline, its achievements in disciplinary development, and its distinctive strengths and advantages. He noted that the national 15th Five-Year Plan for Economic and Social Development sets out strategic arrangements for building a higher level of socialist rule of law. He expressed the hope that experts and scholars would fully leverage their professional expertise and focus on major national strategies, including Beijing–Tianjin–Hebei coordinated development and the development of the Xiong'an New Area. Building on foundational theoretical research in traditional branches of law, he encouraged in-depth discussions of cutting-edge issues such as artificial intelligence, the low-altitude economy, and the governance of cyber-related offenses and misconduct. He called for the integration of theoretical research and practical work in the rule of law, so as to contribute knowledge and expertise to coordinated innovation in the regional rule of law and to the high-quality economic and social development of the Beijing–Tianjin–Hebei region.

During the keynote presentation session, Sun Xianzhong, Member of the Standing Committee of the 14th National People's Congress, Executive Vice President of the Civil Law Research Association of the China Law Society, Member of the Chinese Academy of Social Sciences, and First-Rank Research Fellow at the Institute of Law, delivered a keynote report entitled “A Systematic Analysis of Civil Rights.”

Xiao Jianguo, Vice President of the Civil Procedure Law Research Association of the China Law Society, Vice President of the Specialized Committee on Enforcement Conduct of the China Behavior Law Society, and Professor at the Law School of Renmin University of China, delivered a keynote report entitled “Civil Procuratorial Supervision from the Perspective of China's Independent Knowledge System.”

Liu Kunlun, Executive Director of the Center for Legal Education Research and Evaluation at China University of Political Science and Law and Qian Duansheng Chair Professor at the same university, delivered a keynote report entitled “Legal Education in the 15th Five-Year Plan for Education Development.”

In addition, the 2026 annual conferences of the Civil Law Research Association, the Civil Procedure Law Research Association, the Legal Education Research Association, the Administrative Law Research Association, and the Criminology Research Association of the Hebei Law Society were successfully held. Participating scholars engaged in open and lively discussions and shared their views on the annual conference themes and current academic issues and research frontiers. Through academic dialogue and the exchange of ideas, they built consensus and brought together collective academic expertise to advance coordinated innovation in the rule of law across the Beijing–Tianjin–Hebei region.

More than 600 experts and scholars attended the conference. They came from universities and research institutions in the Beijing–Tianjin–Hebei region and other parts of China, as well as government and judicial bodies, including the Standing Committee of the Hebei Provincial People's Congress, the Political and Legal Affairs Commission of the CPC Hebei Provincial Committee, the Hebei Provincial Higher People's Court, the Hebei Provincial People's Procuratorate, and the Hebei Provincial Department of Justice.
